One day teacher A asked teacher B, “How did you achieve C-2 level of English? It’s so tough and hard! (C-2 is the highest level in the Common European Framework). 

Teacher B just answered: look, study, study, study; 
lose your fear and communicate with that person in English, come on, take some risks; 
making good use of chances to practice speaking; 
more study, more speaking, more dedicating so many hours to English; 
study, study, study; 
traveling to an English-speaking country; 
training teachers; 
coaching them; 
study, study; 
reading novels and other books; 
speaking with native speakers; 
investing effort and creativity; 
registering in courses of English;
