He or she is an autonomous ‘locomotive’ that plunges into the pool of learning as often as he or she can. 

Maybe those people seek occasions where they have to use English: emailing, choosing English as the computer language, dedicating one day and the next one too to keep on learning a word, an idiom, reading a text.
