Teacher A said to teacher B, “If you wish your students would speak in English, they need to listen to massive speech by you. 

Talk to them in English, at the regular conducting of classes. Although you think they understand little. 

Anyway there will be low-achievers, average and high-achievers. They may understand you more than what you’re thinking.
