Teacher B said to teacher A, “Up to some extent speaking is the main language skill when learning a foreign or second language. 

Or if you prefer, up to some extent that skill ought to be the mainly practiced skill. 

You know a language when you can speak fluently, I would dare say. 

In classes of English both students and the teacher should speak a lot.
